Publication Ethics

Jurnal Abmas Negeri (JAGRI) is a peer-reviewed journal dedicated to the publication of community service, community engagement, and community empowerment activities across multidisciplinary fields. JAGRI is published online twice a year by Sarana Ilmu Indonesia (Salnesia). The journal publishes articles that report the implementation, outcomes, benefits, and contributions of community service programs to communities and partner organizations.

JAGRI is committed to maintaining high standards of publication ethics, academic integrity, transparency, fairness, confidentiality, and accountability. This Publication Ethics Statement outlines the ethical responsibilities and expected conduct of all parties involved in the publication process, including authors, editors, peer reviewers, and the publisher.

This statement is based on the principles of the Committee on Publication Ethics (COPE) and other internationally recognized publication ethics standards.

JAGRI emphasizes that the primary purpose of its publications is to disseminate knowledge, practical experience, innovation, technology, skills, and good practices derived from community service and empowerment activities. Evaluation data may be included to demonstrate program outcomes; however, the primary focus of a manuscript should remain on the community service program, its implementation, community or partner participation, outcomes, benefits, impact, and sustainability.

 

1. Publisher Responsibilities

Sarana Ilmu Indonesia (Salnesia), as the publisher of JAGRI, is committed to supporting the integrity, quality, and sustainability of the journal's publication process.

The publisher shall:

  • Support the Editorial Board in maintaining high standards of publication ethics.
  • Ensure that editorial decisions are made independently and are not influenced by commercial interests, advertising, or other external pressures.
  • Provide appropriate infrastructure and support for the journal's editorial and peer-review processes.
  • Support the Editorial Board in handling allegations of plagiarism, fabrication, falsification, duplicate publication, authorship disputes, conflicts of interest, and other forms of publication misconduct.
  • Support the publication of corrections, retractions, expressions of concern, or other editorial notices when necessary to maintain the integrity of the scholarly record.
  • Respect the editorial independence of the Editor-in-Chief and Editorial Board.
  • Ensure that commercial activities or publisher interests do not compromise the academic and ethical standards of the journal.

The publisher and Editorial Board are committed to continuously improving the quality, transparency, and fairness of the journal's publication process.

 

2. Editorial Responsibilities

2.1 Publication Decisions

The Editor-in-Chief and Editorial Board of JAGRI are responsible for making editorial decisions regarding manuscripts submitted to the journal.

Editorial decisions are based on:

  • Relevance to JAGRI's focus and scope.
  • Quality and originality of the community service program.
  • Clarity of the community problem or needs addressed.
  • Appropriateness of the program design and implementation.
  • Community or partner participation.
  • Adequacy of program evaluation.
  • Clarity of outcomes, benefits, and impact.
  • Potential contribution to community empowerment and development.
  • Compliance with ethical and publication standards.

Peer reviewers provide recommendations and constructive evaluations, but they do not make the final decision to accept or reject a manuscript. The final editorial decision rests with the Editor-in-Chief or designated editor.

Editors may consult with members of the Editorial Board or additional reviewers when necessary.

2.2 Fairness and Non-Discrimination

Editors shall evaluate manuscripts based on their academic, professional, and community-service merit.

Editors shall not discriminate against authors on the basis of race, gender, religion, ethnicity, nationality, institutional affiliation, political philosophy, or other personal characteristics.

Editorial decisions must be independent, objective, and based on the content and quality of the manuscript.

2.3 Confidentiality

Editors and editorial staff must maintain the confidentiality of submitted manuscripts.

Information regarding a submitted manuscript may only be disclosed to individuals directly involved in the editorial and publication process, including:

  • The corresponding author and co-authors.
  • Editors.
  • Peer reviewers.
  • Editorial staff.
  • The publisher, when necessary.

Editors and editorial staff must not disclose manuscript information to unauthorized individuals.

2.4 Conflicts of Interest

Editors must disclose any actual or potential conflict of interest related to a submitted manuscript.

An editor should not handle a manuscript when the editor:

  • Has a personal or professional relationship with one or more authors.
  • Is affiliated with the same institution as the authors in a way that may influence the decision.
  • Has a financial or other interest that could affect objectivity.
  • Has another relationship that may reasonably be perceived as compromising editorial independence.

When a conflict exists, the manuscript should be assigned to another qualified editor.

2.5 Use of Unpublished Information

Editors and editorial staff must not use unpublished information obtained from submitted manuscripts for their own research, professional, or personal purposes without the explicit written permission of the authors.

 

3. Peer Reviewer Responsibilities

Peer reviewers play an important role in maintaining the quality and integrity of community service publications in JAGRI.

3.1 Contribution to Editorial Decisions

Peer reviewers assist editors by providing objective, constructive, and expert evaluations of submitted manuscripts.

Reviewer comments should help editors determine whether the manuscript:

  • Is relevant to community service and empowerment.
  • Clearly identifies the community problem or need.
  • Uses an appropriate approach to address the identified problem.
  • Describes the implementation process adequately.
  • Demonstrates meaningful outcomes or benefits.
  • Provides sufficient evidence of program impact.
  • Makes a useful contribution to community service practice and knowledge.

3.2 Qualification and Promptness

A reviewer who does not have sufficient expertise to evaluate the manuscript should promptly notify the editor and decline the review invitation.

A reviewer who is unable to complete the review within the specified timeframe should also notify the editor as soon as possible.

3.3 Confidentiality

All manuscripts received for review must be treated as confidential documents.

Reviewers must not:

  • Share the manuscript with others.
  • Distribute manuscript content.
  • Discuss the manuscript with unauthorized individuals.
  • Use unpublished information for personal or professional benefit.

Reviewers must maintain confidentiality throughout and after the review process.

3.4 Objectivity

Reviews must be conducted objectively and professionally.

Reviewers should:

  • Focus on the quality and contribution of the manuscript.
  • Provide clear and evidence-based comments.
  • Identify major and minor issues separately where appropriate.
  • Provide constructive recommendations for improvement.
  • Avoid personal criticism of the authors.
  • Avoid discriminatory, offensive, or inappropriate language.

3.5 Acknowledgment of Sources

Reviewers should identify relevant published work that has not been appropriately cited by the authors.

If reviewers identify substantial similarity or overlap between the submitted manuscript and another published or unpublished work, they should inform the editor and provide relevant information.

3.6 Conflicts of Interest

Reviewers must decline an assignment when they have an actual or potential conflict of interest with the authors, institutions, organizations, or community partners involved in the manuscript.

Conflicts may arise from:

  • Personal relationships.
  • Professional or institutional relationships.
  • Previous collaboration.
  • Competitive relationships.
  • Financial interests.
  • Other circumstances that may affect impartiality.

3.7 Use of Artificial Intelligence

To protect the confidentiality and intellectual property of authors, reviewers must not upload unpublished manuscript content, data, photographs, tables, figures, or other confidential materials to generative artificial intelligence (AI) platforms or other external AI systems for analysis, review, or evaluation.

Reviewers remain responsible for maintaining the confidentiality and integrity of all materials received from JAGRI.

 

4. Authors' Responsibilities

4.1 Reporting of Community Service Activities

Authors are responsible for providing an accurate and transparent account of the community service program.

The manuscript should clearly describe, as appropriate:

  • The community or partner involved.
  • The problems or needs identified.
  • The objectives of the program.
  • The methods or strategies used.
  • The implementation process.
  • The involvement of community members or partners.
  • The evaluation methods.
  • The outcomes and benefits of the program.
  • The impact and potential sustainability of the program.

Authors must not fabricate, falsify, manipulate, or intentionally misrepresent information, activities, outcomes, or evaluation data.

4.2 Originality and Plagiarism

Authors must ensure that the submitted manuscript is an original work.

All ideas, statements, data, photographs, figures, materials, and words taken from other sources must be appropriately acknowledged and cited.

Plagiarism, including substantial copying without appropriate acknowledgment, is unacceptable.

JAGRI may use plagiarism-detection software to assess submitted manuscripts. Manuscripts found to involve plagiarism or substantial similarity may be rejected or subjected to appropriate editorial action.

4.3 Multiple, Duplicate, or Concurrent Publication

Authors must not submit the same manuscript simultaneously to more than one journal.

Authors should not publish substantially the same community service article in multiple journals or other primary publications.

If substantial overlap exists with a previously published work, the authors must disclose it to the editor and provide an appropriate explanation.

4.4 Acknowledgment of Sources

Authors must appropriately acknowledge all sources that contributed to the development, implementation, evaluation, or discussion of the community service program.

Relevant literature, concepts, methods, technologies, and previous community service activities should be appropriately cited.

4.5 Authorship

Authorship should be limited to individuals who have made substantial contributions to the community service program and the preparation of the manuscript.

Contributions may include:

  • Conceptualization of the community service program.
  • Program planning and design.
  • Implementation of the community service activities.
  • Evaluation or interpretation of program outcomes.
  • Preparation and substantial revision of the manuscript.

Individuals who contributed to specific aspects of the program but do not meet the criteria for authorship should be appropriately acknowledged as contributors.

The corresponding author is responsible for ensuring that:

  • All appropriate authors are included.
  • All listed authors have made meaningful contributions.
  • All authors have reviewed and approved the final manuscript.
  • All authors have agreed to submit the manuscript to JAGRI.
  • The order of authorship has been agreed upon by all authors.

4.6 Community Partners and Participants

Authors must respect the rights, dignity, privacy, safety, and interests of communities, partner organizations, and participants involved in community service activities.

Where community service activities involve identifiable individuals, personal information, photographs, videos, health information, or other potentially sensitive materials, authors must obtain appropriate permission or informed consent in accordance with applicable ethical and institutional requirements.

Authors must ensure that published materials do not unnecessarily expose personal identities or information that could cause harm, discrimination, embarrassment, or stigmatization.

Photographs or other identifiable materials involving community members should only be published when appropriate permission or consent has been obtained.

4.7 Ethical Considerations

Authors are responsible for ensuring that community service activities comply with applicable ethical principles and institutional requirements.

When a community service activity involves human participants, personal data, health-related information, photographs, or other potentially sensitive information, the authors should provide relevant ethical information and, where applicable, evidence of informed consent or ethical approval.

The absence or presence of formal ethical approval should be clearly stated when relevant to the type of activity reported.

4.8 Disclosure of Conflicts of Interest

Authors must disclose any actual or potential financial, institutional, professional, personal, or other conflicts of interest that could influence the implementation, evaluation, interpretation, or reporting of the community service program.

4.9 Funding and Material Support

All financial, institutional, material, or other forms of support received for the community service program must be appropriately disclosed in the manuscript.

 

5. Ethical Conduct Toward Communities and Partners

Because JAGRI is a community service journal, ethical responsibility extends beyond authors, editors, and reviewers to the communities and partner organizations involved in the reported activities.

Authors are expected to:

  • Respect the dignity and autonomy of community members.
  • Avoid causing physical, psychological, social, economic, or reputational harm.
  • Respect local culture, values, traditions, and community norms.
  • Obtain appropriate permission before conducting activities within a community or partner organization.
  • Protect confidential and personal information.
  • Obtain informed consent when required.
  • Report program outcomes honestly, including limitations or unsuccessful outcomes where relevant.
  • Avoid exaggerating the benefits or impact of the community service program.
  • Avoid presenting communities as passive recipients when they actively participated as partners.

Community members and partner organizations should be appropriately recognized for their participation and contribution.

 

6. Corrections, Retractions, and Editorial Actions

If authors discover a significant error or inaccuracy in their published article, they must promptly notify the Editor-in-Chief or Editorial Office of JAGRI.

Authors are expected to cooperate with the Editorial Board in correcting the published record.

Depending on the nature and severity of the issue, JAGRI may publish:

  • Correction for an identified error that does not invalidate the overall article.
  • Clarification where additional explanation is required.
  • An Expression of Concern where serious concerns exist but further investigation is required.
  • Retraction when the reliability or integrity of the published article is substantially compromised.

The Editorial Board may initiate appropriate editorial action when there is evidence of:

  • Plagiarism.
  • Fabrication.
  • Falsification.
  • Duplicate publication.
  • Serious authorship misconduct.
  • Undisclosed conflicts of interest.
  • Misrepresentation of community service activities.
  • Unethical treatment of participants or communities.
  • Other forms of publication misconduct.

 

7. Handling Allegations of Publication Misconduct

JAGRI takes allegations of publication misconduct seriously.

When an allegation is received, the Editorial Board will assess the concern and, where appropriate, conduct an investigation in accordance with applicable publication ethics principles.

Authors, reviewers, and editors are expected to cooperate with reasonable investigations.

Where misconduct is confirmed, JAGRI may take appropriate action, including:

  • Requesting clarification or correction.
  • Rejecting the manuscript.
  • Retracting a published article.
  • Issuing an editorial notice.
  • Notifying the relevant institution when appropriate.
  • Restricting future submissions where justified.

All actions will be taken with due consideration of fairness, confidentiality, and the integrity of the scholarly record.

 

8. Editorial Independence

Editorial decisions at JAGRI are based on the academic and professional quality, relevance, originality, ethical compliance, and contribution of the manuscript.

Editorial decisions must not be influenced by:

  • Commercial interests.
  • Advertising.
  • Financial relationships.
  • Institutional pressure.
  • Personal relationships.
  • Political interests.
  • Other external influences.

Sarana Ilmu Indonesia (Salnesia) respects the editorial independence of JAGRI and supports the Editorial Board in maintaining an independent and ethical decision-making process.
